(a)Based on mandatory national overall targets and measures for the use of energy from renewable sources each Member State shall adopt a national renewable energy action plan. By 30 June 2009 the Commission shall adopt a template for the national renewable energy action plans.

(b)Member States shall notify their national renewable energy action plans to the Commission by 30 June 2010.

It would be much better that the national plans - including any problems that may arise during licensing and construction of renewable energy sources - were the basis for determining the national capacities. They should have to be based on the agreed and adopted measures of cost-effectiveness and feasibility. This way the national plans will not be a part of the joint EU concept but will reflect the national preferences in the energy sector. That is what already existed and proved to be inadequate. In addition, development of national plans of high quality as required by the new EU policy is not possible in a short time of less than 1 year, because the member states have to change and harmonize regulations, the existing energy plans, physical plans, etc. It may happen to ignore the quality of the required infrastructure works due to short deadlines.2.It is quite likely that the main RES would be wind power plants, at least in the period to 2020. According to very optimistic scenario referred to the share of biomass, biofuel and other RES, for fulfilling the expected goals it would be necessary to build wind power plants of new 244 GW till 2020. Naturally, it would be all under condition that the energy saving program would be realized and as such would bring an insignificant GFEC growth in 2020 in relation to 2005 (total of 4%)
